Sabrina is two years older than Rowan. When the show first aired Sabrina would have been 15 and Rowan was 13.

I do think queer people can queerbait if the intent it to purposefully engage that audience without paying it out. So I think any capitalist can do it regardless of orientation. I think there’s a difference in when a queer person does it versus a het person of course.
