My theory is that on her planet everyone is born as a clone and both clones are thought of as the same person, so both these birds are General Zod. Always good to have a spare, no? Also makes playing with oneself so much more fun...

Actually, General Zod doesn't command any troops. On her planet superheroes ARE the military, so General Zod takes her orders directly from the World Council.
