Yeah I'd say you're right - to the central planets of the Alliance, the Reavers are nothing more than a ghost story. In the "Serenity" episode, Simon has heard of them, but say he thought they were just stories - and he's from a central planet. Also this Alliance captain has likely run into a few dishonest people who were more than happy to blame "the Reavers" for things they might have done themselves (or at least that's what he thinks). An alternate meaning of "Bushwhacked" that I'm surprised you didn't come across is to be ambushed, usually with a dire result. We see in this episode that the show creators like to play with formula/genre a bit - so this was our "horror" episode. One of the things that make the show so interesting is you can never be sure what form the next episode will take. Thanks for not skipping the title song :)
