Clarus is right though: Eloise is a terrible friend and completely self-centered. Eloise never paid attention to Pen. She only listened to Pen whenever she would talk about things that were interesting to Eloise. That's also why Eloise took so long to figure out Pen is Whistledown. At least Eloise is decent enough to not spill Pen's secret, but it's terrible of her to force Pen to tell Colin at their engagement party. She should have given her another deadline. And we see in this season what a terrible friend Eloise is to Cressida. Cressida has some big problems to deal with, but Eloise doesn't listen to her at all and instead just keeps staring at Pen.
