Stormlight seems to rely heavily on how light refracts within gems for storage, breaks create flaws in the gems that allow light to escape. It's mentioned in the Jasnah murder chapter that the parts of the gemstone she cracked would need to be recut as smaller gems before they could be used again.

I think the ability to hold stormlight depends on the shape of the gemstone. A cut stone is intentionally shaped to be ideal for gathering and holding light, but a cracked stone is no longer a good shape for it.
