i think that perhaps its better to say that Dalinar is the most determined to be moral, but his first instincts are all based on the person he was in his youth. Jasnah on the other hand has a very well defined, pre-considered moral philosophy, which at times includes some quite utilitarian calculus. When she commits a moral transgression it is because she has determined it to be the best way to further a broader moral outcome, where as when Dalinar does the same it is because of lack of consideration and self-insight. Dalinar is very much a terrible person striving to learn to do right by the world. Jasnah knows what she wants to achieve, she just never had the time or the sway to change the world, and since she came back she's been playing catch up. I really like the juxtaposition between them.
