It's always very funny how a literal arc about a horrible war moves us from seeing Whitebeard as a weirdo who's already half-dead and just drinks, to a father-figure whose dream actually was to form a family and be happy with his children.

Highly Educated Trucker

It's very clear throughout One Piece that Oda simply doesn't consider "tough love" to be abuse. We've seen what Oda considers to be abusive. Think of Robin's aunt on Ohara, and how she treated Robin. Treating her basically like a scullery maid for her own selfish ends. Garp isn't that. Garp is presented sympathetically. He's toughening Luffy up, which rebounds to Luffy's benefit in the main narrative. Also, one of the key themes in One Piece is that the pursuit of liberty and personal freedom is a moral virtue. It's why Usopp is proud of his dad for being a pirate, even though that meant abandoning his family. Luffy was *always* going to be a pirate, even if Garp had raised him with warm, loving, caring support and encouragement like a modern-day child psychologist. Because Luffy is the moral center of the story, and pursuit of personal liberty and freedom is among the highest moral virtues in the One Piece world.
