Also killing Smiley was Caesar's way of releasing the poisonous gas. The gas was concentrated into a blob because Caesar fed it a axolotl DF to make it alive so it is now moveable in blob form and a living creature. Caesar can repeat this since he got back Smiley's DF when it reformed from the apple after killing Smiley. He can now sell the WMD to the highest bidder. It took awhile to figure out since it's not explained at all in the manga or anime on whats going on.

The World Government and Caesar since he worked for them must know more about devil fruits than they let on. Caeser didn't want to loose the DF to reform somewhere else in the world I'm guessing so he put the basket of fruit next to Smiley so when it died, it would reform where he can get his hands back on it and do more experiments again with his weapon of mass destruction. BTW, a axolotl is a salamander.
