A long overdue answer! Our dear Ash was unfortunately born into the Secret Sun, a fringe cult of bat ponies that believe that their species must repent for aiding Nightmare Moon during her attach on Equestria. The colony can be identified by the sun-shaped marks that they ritualistically brand into their chests. The cult is lead by Ash's biological mother, Sunflower.

Unclear. Sunflower's serene smile hides a profoundly unwell mind. She has quite a lot of paranoia and obsessive feelings of spiritual uncleanliness regarding her own status as a bat pony (a species that to this day remains somewhat stigmatized by broader ponykind). Sunflower wants to be adored, and more importantly she wants to be seen as as perfect and pure as the sun goddess herself. She's, ah, more than a little obsessed with Celestia. She projects her own issues onto the rest of her species, and in "purifying" them, hopes to purify and elevate herself, proving herself as a savior to her kind. Sunflower especially fixates on "saving" children, and although she does not permit Ash to acknowledge their relationship aloud, she was raising Ash to be her beloved and precious sacrificial lamb- er, successor.

Does sunflower believe in her own gospel about bat ponies needing to be purified and cleansed or does she just use it solely for control of her cult?

I like the idea of Ash shaving her whole arm when she gets older to tattoo over the burn marks, not to cover them, but to make something better of it than her trauma. When the hair does grow back and the specific spots are uncovered by fur it creates this beautiful illusion, like a work of art.
