In a society where everyone is lv 1-3, the majority of demand will be for lv 1-3 stuff and the lv 3s won't get enough challenge to progress further than that. In a society where everyone is lv 15, the lower levels will constantly be challenging themselves just to reach a competitive level I would imagine that knowledge (or the lack thereof) of what is possible is also hampering the lv1-3 society.

Good points, but its mitiged because the 'mundane' crafters of Re-Estize society don't have 'challenge' and real pressure and keep doing/create same mundane things (and also are doing different things and focus here and here, siwtching thing) and they also have not education and institution (knowledge) to make them level up properly, its here where you get the level, so these slave with 'challenge' and pressure and doing same vocation and a properly 'education'/path prepared for them like the Dwarf have and the knowledge they have as a 'craft' (slave), level up simply more Re-Estize is simply the backward of the backward and are disconnected and have a twisted view of the reality of the world (they are also protected/sheltered and have no competition (so no incentive and challenge so no level up well as a whole society/country appeared) also their class and ability it give are full of hole and are barely used by them, so they stay very mundane and so not level up by not utilizing and squeezing what their class and level up of it can do, not like the Dwarf who face more of the reality of the world all time and are a old society) A more proper competition and incentive and you get already as show, the seven old girl who can forge 'masterclass' sword Bear V (aka level 2-3)

Wasn't it only a few chapters ago we were told that crafters got stuck at level 3-4 because most markets didn't demand sufficiently advanced orders for them to keep leveling? And that the reason the second generation weaver, and the "spare" turned weaver is equal is because NONE of them could progress beyond the first levels? So how would the slavery part matter here? They still will be working low level crafts and be stuck at level 3-4.
