I think it’s because his body moves but his head doesn’t. It makes the movements feel more isolated rather than a fully body roll.

The pants don't show the outline of the hips well enough to show the movement, methinks. Joggers aren't skin tight

I almost feel like it’s a transitional need; the shirt is large enough on him to give him a blockier frame which is how his form seems to stay until the last position where the turn allows more definition of the waist. So with the movements the shape kind of goes block>block>block>triangle. If you can work more shading into the way the motions around the waist sit so the transition from block to triangle is more smooth I think that may help!

I wonder if his fingers being curled is accidentally creating the illusion of grabbing his shirt rather than resting on his hips. It could also be how the shirt is creasing.

Maybe it could be the size of his shirt that doesn’t show the fluidity of his movements? Or maybe it’s because the frames are a bit chopped so the “roll” isn’t as obvious? Idk just some possible stuffs😭😭
