My favorite game where you could watch different factions fight each other would probably be Naught Dog's Jak II or III, I can't remember which one, but that turn to GTA style open world gameplay with different factions patrolling around and engaging in battle with each other made each randomly encountered fight feel like you were a big damn hero saving the day with your arsenal of weaponry and eco powers... so freaking cool. Edit: Actually I'm pretty sure it was Jak III. Loved the vehicle combat in that game too. That game really had A LOT to offer.

I'd throw Watch Dogs 2 into the best faction warfare in a game, because you could instigate and perpetuate it without being directly involved by hiding nearby, then putting out a call to the cops on gang areas, then call rival gangs on those cops and you could just escalate that repeatedly to clear whole areas without anyone ever knowing you were there.
