She was trying to trigger a flashback to gain control of the narrative? The whipping is flogging. It's a form of self punishment used to keep a lid on one's emotional obligations. Helps also to relieve self hate self loathing.

Preacher or whatever is extremely Catholic. Like, extremely. Not just extremely but also old school, like, 7th century old. Self-flagellation was a big part of penance for extremely hardcore Catholics. Not so much now. The Church and the Pope don't condone it for sure and it's discouraged, but, that's just one of the things that goes to show the villain of this season and his character.
