15:00 batman doesn't kill because he's kinda insane, and not killing is the last thread that stops him from fully falling into insanity, in almost every universe where he starts killing, he can't stop himself. Also if gotham changed their laws to give insane people the death penalty, batman would have no issues, some of his villians have been executed before and he was fine with it, because it's not him being judge, jury and executioner
