The watch thing is clearly JK doing a quick "He's a Man now" but it could still work if Arthur was giving the present and going on about how he knows this cool muggle tradition, Molly is sighing that she tried to get him to pick something else, Ron being baffled at what weird things muggles put on their wrists, etc.
