The picture might be 8bit but the sound is definitely 16.
That wasn't a crash. That was how the level started. You were supposed to press up-up-A-left-right-B repeatedly until the locust swarm passed.

this seems more an 8 bit then 16 bit game thus I`d pin it as late 80s not 90s
