The last few pages are him at the fitting. His friend was notified that he would be there so that's why she showed up. Most of the set-up for these is just to get the situation rolling and digging too deep into the mechanics just wouldn't be fun because it would eat up a lot of pages for not much extra payoff. As for what's behind it, there are a few clues scattered in it that tie it into a larger story for the comic that link some of the missions together.

....This one confused me. Who was behind the transformation? What happened when Steve got there for the fitting? I feel like I've missed some pages but I've checked three times and I have all of them in their proper order.
Sam may be mean but she's not evil. Well, not completely. A few more dresses, a recital, and maybe a few trips to the salon. All that other stuff that comes after the dress-up is just extra fluff to the wedding process.
Hey now, Luce is totally self-determined and independent. Even the machine-hearted recognize the appeal of a fancy dress.
hoping that's her trying on the dress and not her wedding day. otherwise a "few days" would be mid honeymoon. "Get weird" indeed.
