It is actually the -75th floor technically because it is stated in the actual anime that for each floor they beat more had been unlocked in that dungeon

It's under it, in a secret location, so it's more like a 0th floor dungeon, i.e. where players are not supposed to be able to get to, like the debug mode of a game. Of course, Kayaba's a dick and made sure to leave the door open for random players to wander in and die.

It mostly just came down to trying maintain good pacing. Plus, the episode was already 20 minutes as is, and we didn't want to make it any longer than it needed to be.
