Actually I think I'd keep them to the North Devon "network" and run electrics up a faster Tarka line - with a change at Barnstaple

Presumably you're running the tram-train all the way from Exeter? The 398s with their lower crashworthiness will only be running at max 100km/h, a decrease from the current line speed in some areas in South Wales. Upgrading to 80mph between Exeter and Barnstaple and also using tram-trains seems slightly contradictory to me.
