The reason the underwater theme sounds very identical is because it's a dynamic theme, basically when you go underwater in-game, the music changes to the underwater theme, and viceversa if you leave the water.

I think the reason it has such a military feel is because of the marching rhythm. And that military theme is pretty warranted as the water has torpedo launchers that home in on you and if you go into a specific pipe located at the water’s bottom you find an area that is firing dozens of the bullet bill enemy. Hell, the buoy that the level is named after even has camouflage patterns on it.
