IIRC Arcane Curse adds 4 seconds every time the victim casts. So for low cooldown spammers, the stacked duration can be infinite. Example Bristle, every 3 seconds he can Goo twice and Quill once. That will add 3x4 - 3 = nett 9 additional seconds of Arcane. If Bristle chases and spams for 15 seconds, by the time he breaks off he has a 45 second stack of Arcane which will slowly do 38dps (68dps with talent) = 1710 (3060) damage while he starts running back to fountain in sudden realization

Actually Silencer has changed a lot over the years. Remember his old 'auto silence when enemy casts a spell' combo breaker aura? It's confusing for players, but his current form is 'Arcane Curse to punish spell spammers with endlessly stacking damage duration', hence his highest winrate is against guys like Bristle, Storm and Outworld.
