I think the warnings may be a way of getting people "used" to having the grid down for longer and longer periods of time, maybe due to other reasons. Here in CA, many towns are subjected to rolling blackouts and other shutdowns for long periods of time. Never hurts to be ready for that.
One thing you are missing. All the money the USA was losing to countries (esp China). The tariffs etc they have to pay now. That is millions that is now paid toward our debt. We are also bringing back businesses to the USA!
I have a feeling we are going to be EMP'd...
