WIP: Modmail

A while ago, someone suggested to me that I integrate a "modmail" feature into the bot, through which users can open a ticket via a DM with the bot, as well as being able to open tickets the normal way.
In modmail style tickets, the user will DM the bot throughout the whole process, and messages will be relayed between the user's DMs and a staff-only channel, without the user.
I don't have a firm ETA on this feature, but I hope that I'll be able to get it fully implemented within the next month.

The instructions seem wrong. Pressing the whitelist button to add a bot just takes me back to pay again even though I have already paid. I have asked for help twice now on the server.
