It's stat based , so at 3 romance you get the option to pick and go further but if rose romance is lower than that then it auto rejects.

Azumi and Rose are my boos. On that note, I have a question. In my first game, I went for Azumi, and I seem to recall that when Rose offered to open a business with me, I had an option to choose. I faintly remember shooting it down since I was not aiming for her. Now I recently played a playthrough with Rose, and I didn't get offered the option. I got the discussion itself, but automatically turned it down. Do I just remember wrong, or did I gate myself out of it with other choices?
