My best guess: the other vases had real flowers because they didn't drop due to the weight of the water. The plan was for Bugs to push the fake flower vase to create a distraction so that Duke could grab a chocolate bar and put it in Robbie's pocket, but then they decided to take advantage of the woman bumping into the table. There's a lot that doesn't make sense in this explanation, but I feel like there has to be something about that one being the only vase that fell.
