1906 Renault v0.99 Update!

Changelog:
1. New 1900s tire model.
2. Animated handbrake.
3. Animated shifter (that stays in the correct position).
4. Animated feet.
5. Realistic water in the viewport into the water tank for the radiator.
6. New LODs for better performance.
7. Fixed multiple small visual bugs on the 3d model.
8. New steering animation.
9. Revised shading and increased some visual FX features.
10. New gauges.
11. New gauge animations.
12. Some new textures, mostly for the woodwork on the car.
REMEMBER, you will need to map a button or use a handbrake for the handbrake on this car, as rear drum brakes are activated by the handbrake. The brake pedal only activates the transmission band brake. The front wheels don't have brakes at all!
