Well, in that aspect you are right. There is nothing specific, but it is implied by their interactions. Besides, since Minato rescues Kushina from being kidnapped by Kumo, their relationship was already established.

It wasn't clear to me that they were official or were in a physical relationship yet. But if it's something I missed or will be made more clear in further chapters then that's fine. It appeared that they just had a mutual crush on each other, but no one had said anything about it, as all references to their romantic relationship appeared to be only assumptions made in other characters' inner monologues. I don't believe they have even referred to each other as boyfriend/girlfriend in speech or thought yet either. That being said I don't like NTR anyway, it's rather off-putting. If my previous comment insinuated that I wanted such a thing then I apologize.
