An interesting villain to me is General Di Ravelo from Just Cause 3. If memory serves me right you only see him twice over the course of the game and Rico only meets him one of those times, during the final battle. Despite this, he’s established early with an incredibly executed introductory cutscene and his presence is maintained by you seeing him in posters and statues in every town you are liberating. Every aspect of his rule revolves around him, to the extent that his police force is called the Di Ravello Militia. So despite hardly appearing in the game he is still constantly present, if that makes sense
