there are some documentary videos out there where they explain the art and production behind Arcane but as a 3D artist myself it is mostly 3D! To really break it down, the characters are all 3D, but the models textures are handpainted (this is the biggest reason why it takes SO long, they have to adjust this for extremely varied scenes/scenarios + the sheer number of character models they must have made and painted) So most of the shading and lighting is handled by 3D (sometimes it has to be manually done, which just is insane to think about as a 3D artist) but when using something so stylized its not as simple as 'let the machine do the work' you have to build a kind of blueprint to tell it how to work and then artists have to learn how to 'tweak' that blueprint as needed per scene. Its a lot of work!! As for the backgrounds, most props that are moved around/used in scene are definitely 3D but a lot of the backgrounds are 2D painted with some panoramic effects. This helps save some time, but it does still take quite a while as just about everything has been hand painted to some degree but thank god Riot funds this shit, we would not see such a lovingly crafted art piece otherwise, especially for the time and work required to see it done.

Fortiche production, a french studio made this, and it took them seven years, of course during that time they did work for League of Legends trailers and special vidoes, but they created the production pipeline that makes it works, and making next season took them 3 years its coming in november. And it have to be mix of extremly well animeated 3d models and hand put shadows on them, but they must have some kind of technology that helps with shadows, because i cant belive that all of this can be done by hand. This would be stupid amount of work to do just by hand. But i also can be wrong, i have not idea how they made every frame of this show looks like painting without some cool technology in pipeline.

Camera movement is insanely hard to replicate in 2D, it's why shows are increasingly using 3D elements. Arcane has great camera work though.

Also the animation is a mix of stylized 3D animation with 2D hand-drawn effects layering over top. The thing that makes this look sooo good is the model animation and camera movement. The french animation studio Fortiche did this show and they have created something nobody had seen before. Props to them and Riot for bringing such a marvelous world and story to life.

well you are talking about 2 very different mediums, this show is 100% cgi animation with the artist drawing/ painting over the cgi to give it that style. it means they have the freedom to use the camera how ever they wish without an issue.

They really broke new ground in their animation here. The backgrounds all use 3D as a base but then are handpainted over and reprojected back as textures again to create the effect. It's actually insane the amount of work needed to make it look like that

The voice actress for the enforcer lady is Shohreh Aghdashloo, you might know her from The Expanse sci-fi show on Amazon Prime, or as one of the Quarrian leaders in Mass Effect 3.
