No affinity in stat sheet.

Thanks for explaining so clearly, that makes a lot of sense! I figured that it was some combination of these factors, but having it stated explicitly helps put into perspective where his magic skills reasonably fall in terms of power.

I hope this makes sense and if there are any more questions I will be happy to answer them

This is a great question. I would say the strength of magic is affected by a little of everything. The three magic stats correspond to (Intelligence= Mana Concentration, Wisdom= Mana Pool, Acumen=Regen). I took inspiration from Path of Ascension in this aspect if you have read that. Having a higher Concentration of mana will make magic stronger so a higher intelligence will make magic stronger. The scale we are working with though is why there hasn't been a sharp drop off in his skills. It's something that will shine later and be a huge deciding factor for power. Imagine a common mage who gets 2 intelligence a level for 10 levels in H Rank, then common class again for G rank getting 2 more intelligence. For 25 levels that's 50 points. 50 points isn't really that much higher than the 20 or so Chris has. 50 points will still beat a 20 points just the same as a 50 in strength is more than 20. Its more than strictly stat points though. Technique can bridge the gap in the case of strength and magic. His law certainly affects ice strength magic skills and his rank does as well. An F rank will have a stronger fireball than a H rank just because of the rank difference. So his higher level has something to do with it. Imagine a person has more metaphysical 'weight' at higher ranks and this gives their skills a boost. Plus, these are basic skills that have yet to be modified in any way. The only ones that have been modified are the ones he has upgraded. This is something he will learn later but the act of using a skill and getting familiar with it makes it stronger. A wizard who has mastered a spell sort of thing. Rarity also plays a role. An uncommon skill is just stronger than a Common skill it wouldn't make sense for that not to be the case. Strength in that aspect is relative thought. Body of a Barbarian is Uncommon but gives him almost 50 points in strength while Heavy blow is the same rarity but does something not as impressive. There's also conjoining skills that we have to consider. For the ice skills that Chris uses its never only one skill. Hail may spawn the ice but Ice Manipulation is used to control it. There will also be more involved later that add on top of each other. His law is the biggest help right now. Not only did it work to increase the rarity of his skills, boosting them that way, he can also use it to actively empower them. Think of it as a passive and an active effect. There are also modifications and mana cultivation aspects that will come into play later that will add to the power of skills. All this to say a lot goes into the strength of a skill. I'll end with an example. A warrior with 50 points in intelligence at F rank who has a law empowering a rare skill will beat a mage with over 100 points of intelligence if he either doesn't have a law or the gap in skill rarity is too high.

I like him being a warrior and think it makes sense to keep that as his focus. My only question is how exactly the magic skills interact with his stats. What determines the strength of his hail, ice wall, etc.? If it's just his stats it would seem that they should all be pretty useless against the enemies he's facing since he still has the magic stats of someone unevolved and is fighting only creatures of the first or second evolution now. Is the actual strength of the skill determined by his level or just the rarity of his skill or something? Otherwise, it seems to me like he's not really getting enough out of the magic offered by his class with his current build.
