I think what was meant by, "Proto Vulcan", was an earlier species of Vulcan that later evolved into the modern Vulcan. Like Neanderthal or Homo erectus are proto human species. The exterior location: Vasquez Rocks. Unfortunately, you haven't see the TOS episodes which feature this location in southern California, but it makes a notable appearance here. This is one of Star Trek's most filmed locations and a fan favorite.
