It will only repeat if nothing has changed. But this openly establishes that something HAS changed. Cap and Wingman noticed the timer on the Time Bomb had previously detonated. They discussed it, delaying their previous actions and setting everything out of sync. In response, he arrived at Miss Match's location at a different moment than he did the first time. A few seconds can dramatically alter the chain of events.

The problem with time travel is the infinite loop. If the bomb reverses time, then the bomb hasn't gone off yet. And if no one knows it went off, then history will repeat itself.

I'm wagering the Time Bomb went off, and that it resets time back to the point when the timer was set.
