As for the Grandmother love thing I think it is because she always viewed her self as alone and she didn't expect to be that hurt by her grandmothers betrayal. So she is like "oh, I did care." And the giving of the scarf is her accepting that there can be other people in her life and that chihaya can be part of it/ rival?

I'd say Shinobu was mad at both. Honestly it mirrored my frustration with it too when I read the manga. I felt like she was betraying her promise. We have to remember that Shinobu doesn't have friends her age that will play with her.
