The background art reminds me of EGA era PC art. Not that it was ever this good, but the saturated colors and lack of gradients are the same.

Ryota Furusawa is one of my favorite scenario writer. If you liked GP, I recommend "LEGAL HIGH"(drama) too.
Yuusuke Takeda is the art director for GP. He also worked on Eden of the East and The Eccentric Family (amongst other big shows), which have a similar background art style. I've seen a couple more recent shows, with different staff, using a similar style. Including shaft's Bishounen Tanteidan from this year
