I'm going to avoid deeper spoilers, but just to answer your question: Fae beings cannot make wishes and have to do what their master/mistress tell them to do. Zara told Faye to look after the house so that means she has to stay there and take care of it and everything in it including her furry nemesis.

I'm surprised she doesn't have any fairy magic to help her out, she even needed help opening the window! ... I wonder what would happen if she wished to always be able to get to Zara. (ghost powers perhaps).
