In terms of an ongoing narrative, It’s kinda depressing that the identity death is baked in, it basically means there can’t be any long-running characters or post transformation adjustment, because you’re getting a new batch of characters every time a TGTF happens.

Think about it like this: The witch makes the change; the bigger the change, the more power it takes. Reality wants to make things "Normal", so it will change to make the spell as if it always was like that. A witch has to use more power to prevent reality/memories from changing for a short time. So, the witch doesn't change reality; reality changes as a consequence of the spell.

Not gona lie, that still sounds a bit weird. Changing reality really sounds like something that should take more power to do, not less. Im enjoying the story but this feels a little backwards.

The spells that turned Brandon into a girl and back were low power, so reality changed faster. The spell affecting Veronica had more power, so it will take longer to forget. Kimi still remembers the spell her mom cast, but it changed from becoming a girl to getting larger breasts/longer hair. Brandon remembers it, but without getting the proof of turning into a girl, he thinks it was all a prank leading to him getting forced to dress up as a girl. With reality changing stuff with specific rules, I'm going to try and be as consistent as possible, but things might slip through.
