I think because he hangs out outside of Fishman Island near the sea volcanoes and stuff, going out to find him probably would be dangerous. Although I think Jinbei probably would've been able to beat him easily.

I think you're right, Mjosgard treated her badly but she still saved him. I believe that's what caused him to have a complete change in attitude and beliefs about non-celestials.
