SpaceX was the cheapest because they agreed to absorb at least half of the projected development costs, and receive the money at slower dynamics. The bottleneck was this year budget. Read the whole document - a pretty enlightening material.

But NASA will now be breathing down their necks making sure they don't cut too many corners.
SpaceX can put a much larger payload on the Moon for less than any other competitor...obviously the reason for NASAs decision. This decision will light an even bigger fire under Elon Musk....SpaceX will progress even faster now.
