Ancient Dragon should in most cases kill at least several party members unless sleeping (original - 1974 era player/DM - thought)

Yeh, the Empyrean has Dex+5 and is CR 23 which would have a PB of +7. So that’s expertise.

It does mean that the monsters don't get burst down before they get to do anything. Probably a good thing.

It seems to me that it's proficiency and expertise in Initiative. For the gargoyle, +0 (Dex) and +2 (PB) = +2 (Initiative). For the Gold Dragon, +2 (Dex) and +14 (2x PB) = +16 (Initiative).
